Nucleus Connect appoints Huawei and Alcatel-Lucent to support the build-out of the active infrastructure of the Next Generation Nationwide Broadband Network (Next Gen NBN)
Singapore, 22 September 2009 – Nucleus Connect Pte Ltd (Nucleus Connect), Singapore’s Next Gen NBN Operating Company (OpCo) today announced the selection of Huawei as the Active Network Equipment Supplier and Alcatel-Lucent as Operations and Business Support Systems (OSS/BSS) System Integrator to support the build-out of the active infrastructure of the Next Gen NBN. On 3 April 2009, Nucleus Connect was appointed by the Infocomm Development Authority of Singapore (IDA) to design, build and operate the active network. Nucleus Connect will deploy advanced technologies to support and enable a comprehensive range of ultra-high speed wholesale broadband services starting from an initial 100 Mbps and scalable to 1Gbps and beyond to Retail Service Providers (RSPs).

Under this appointment, Huawei will be required to provide an end-to-end full turn-key active network solution and professional services, including IP MPLS Core & aggregation network, GPON & Optical Ethernet access network, customer premises equipment, and the network management system. This solution will help Nucleus Connect build a highly resilient, open access, multi-services, secure and scalable infrastructure to create a vibrant and sustainable Infocomm business landscape in Singapore. Alcatel-Lucent has been appointed by Nucleus Connect to be the systems integrator for its operations and business support systems (OSS/BSS). In this appointment, Alcatel-Lucent will provide a full turn-key Build-Operate-Transfer (BOT) OSS/BSS solution to Nucleus Connect, including software, hardware and professional services, to support its operations and business models. The Alcatel-Lucent solution also includes a scalable platform for content and application facilitating the bundling and rapid introduction of new services via an on-line virtual mall. This fully supports Nucleus Connect’s wholesale business model and service enhancement that will encourage development of a vibrant ecosystem of RSPs. Nucleus Connect will work together with OpenNet, the Next Gen NBN Network Company (NetCo), on a coordinated nationwide rollout of the network. It is expected to start offering commercial services by the first quarter of 2010, and be ready to fulfil its Universal Service Obligations of meeting all reasonable requests for service from 2013. RSPs can then obtain wholesale bandwidth services from Nucleus Connect on a fair and non-discriminatory basis, and offer a wide range of services at competitive prices to end-users.

The Next Gen Nationwide Broadband Network comprises three key conceptual industry layers, the Network Company (Next Gen NBN NetCo), the Operating Company (Next Gen NBN OpCo) and the Retail Service Providers (RSPs). The Next Gen NBN NetCo is responsible for the design, build and operation of the passive infrastructure layer.
